Job Description

General Statement of Job

This position is responsible for varied administrative duties and complex professional work in public information, communications and marketing through the creation of initiatives and the design of materials that effectively describe and promote the organization through media communications, community relations, and organizational communications. Employees in this position plan, manage and execute a variety of informational projects to keep the public and District employees aware of the District’s programs, needs, special projects, and accomplishments. Work requires extensive contact and excellent public relations skills in communicating with District staff, community agencies, the general public, internal and external stakeholders, and media representatives.  Incumbents are responsible for research and maintenance of a wide variety of data for District use. Work requires independent judgment and initiative.

 

Essential Functions:

Serves as Public Information Officer in the absence of the Administrator of Public Affairs for all media inquiries, information gathering, and emergency/disaster communications.

Works with Administrator of Public Affairs to write, prepare, update, and execute District’s communications and promotional initiatives and projects.

Promotes the Health Care District programs through community activities on local, state and national levels.  Initiatives include the design of visual presentations, the writing of oral presentations and public appearances concerning District functions and activities to various groups, organizations, agencies, media and the general public; special public events; District-sponsored speaker forums; and meetings for public education and awareness regarding various health care issues.  

Develops and provides strategic and operational oversight of communications and marketing campaigns and initiatives about the District and its programs for internal and external audiences.

Participates in the planning of marketing materials by identifying communications needs based on relevant research

Manages the production of marketing communications in various media in accordance with the District’s and programs’ approved strategic marketing plan(s), if applicable

Tracks and maintains metrics associated with communications and marketing campaigns and initiatives.

Designs graphics and content for a variety of publications and materials, including annual benefit reports, brochures, flyers, poster presentations, fact sheets, templates, signage and press releases.

Develops ads for District and District-sponsored organizations.

Develops, designs and publishes community publications to help increase public awareness of Health Care District programs and activities.

Develops Requests for Proposals (RFP) for major projects.

Works with outside vendors and suppliers per District policies and procedures to support the execution of communications and marketing initiatives.

Writes and designs additional publications and reports such as annual reports, brochures, and informational reports for distribution to general public and governmental representatives.

Spearheads effort for Health Care District eligibility for various local, regional and national awards programs to gain progressively positive prestige positioning of Health Care District and Board members.

Assists Administrator of Public Affairs in preparing annual budget

Monitors relevant newspaper articles and provides clipping service to senior management staff and Board members.

Develops, monitors and maintains District’s branding guidelines, including the District’s logos and the logos of the District’s programs.

Provides support and planning for internal and external, public events and activities.

Assists District departments in promotional campaigns to increase awareness of various District programs.

Assists District departments and staff in preparing and giving presentations, when requested.

Supports the Administrator of Public Affairs in press conferences, public hearings, and special community meetings.

Generates articles regarding District activities at the direction of the Administrator of Public Affairs.

Researches, writes, edits, and periodically updates accurate, pertinent, and readable copy for internal and external media outlets and publications.

Plans, assigns, and supervises the work of staff under charge; provides indirect supervision to other department administrative support personnel as required.

Attends conferences, workshops, and meetings, when requested.

Emergency duty may be required of the incumbent that includes working in Red Cross shelters or to perform other emergency duties including, but not limited to, responses to threats or disasters, man-made or natural.

Position Qualifications

Education: 

Bachelor’s degree in Public Relations, Marketing, Public or Business Administration, or related field required.

Experience: 

More than four (4) years of progressively responsible experience in communications, marketing, graphics and design and public speaking, with demonstrated personal attributes necessary to work harmoniously with professional people, including District staff, providers (news related information), media, and general public; experience in the health care industry is desirable.

Licensure: 

Valid Florida Driver’s License

Equipment, Machinery, Tools, and Materials Utilization:

Requires the ability to operate, maneuver and/or control the actions of equipment, machinery, tools, and/or materials utilized in performing essential functions.

Verbal Aptitude:

Requires the ability to utilize a wide variety of descriptive, advisory, and research data and information.

Mathematical Aptitude:

Requires the ability to perform addition, subtraction, multiplication, and division; calculate decimals and percentages; and interpret graphs.
