Job Description

General Statement of Job

This position performs a variety of purchasing and inventory functions to obtain materials, supplies, equipment, and services for the Health Care District (District). This position will be responsible to adhere to and enforce established District policies and procedures related to purchasing and inventory practices. 

Specific Duties and Responsibilities

Essential Functions:

Completes physical inventory of selected locations within the District.

Establishes par levels for re-order at selected locations within the District.

Develop and maintain requisition process for inventory items at selected locations within the District.

Reviews invoices and purchase orders to insure accurate and best pricing based on purchase contracts.

Reviews and approves selected District office supply orders.

Coordination of annual fixed asset inventory with Purchasing Coordinator and Purchasing Manager.

Assists in the preparation of invitations to bid (ITBs) and requests for proposal (RFPs) and requests for quotes (RFQs). Prepares precise specifications, supporting spreadsheets, comparisons, recommendations, and justifications.

Interacts with vendors and departments regarding procurement procedures and status of orders.

Functions as a mediator of user and vendor issues.

Maintains records in accordance with established policies and procedures and audit guidelines.

Leads, guides, and trains District staff performing related work.

Functions as the purchasing resource for selected District departments and locations.

Ensures that selected departments have funds to cover purchase orders and communicates with the Budget Coordinator regarding the same.

Emergency duty may be required of the incumbent that includes working in Red Cross shelters or to perform other emergency duties including, but not limited to, responses to threats or disasters, man-made or natural.

Position Qualifications

Education: 

Associate’s degree in Business Administration, Accounting, Finance, or related field required; Bachelor’s degree preferred.

Experience: 

At least two (2) to four (4) years previous experience involving purchasing and inventory functions using generally accepted accounting principles required.  Experience with electronic purchasing and/or inventory systems preferred.

Certification:

Certified Professional Public Buyer (CPPB) Certified preferred.

Licensure:

Valid Florida Driver’s License required.
