Job Description

Scope:

The objective is to stabilize and treat neonates requiring specialized care beyond the capabilities of a standard newborn nursery for an estimated duration of 10 days, provided they are medically stable. In the case of severely decompensating neonates, Aeromedical evacuation of eligible beneficiaries within 24 to 96 hours is feasible for the critically ill or severely compromised.

 

The available resources and equipment include: HFJV, Drager Babylog ventilators, Bubble CPAP, VapoTherm, GlideScope, blood warming devices, Philips monitoring systems, GE Giraffe beds and Panda Warmers, phototherapy units, human donor milk, and fortification to 22 kcal with Neosure.

 

The workload expectation is to deliver approximately 30 babies per month, with the team providing neonatal care to any infant in need, aligning with the national average of 10-12%.

 

Pay rate per day: $3,200.00 

 

Place of Performance: 

Newborn Nursery, Neonatal Intensive Care Unit (NICU), Department of Pediatrics, Naval Hospital Guam

Expected Schedule: This requirement is to provide 24-hour coverage for the Neonatal Intensive Care Unit (NICU). This is a 24-hour coverage performance-based requirement.

The Contractor provided 24-hour Neonatology coverage shall include at least 1 Neonatologist and may include Neonatal Nurse Practitioners (NNP). The Neonatologist shall provide no less than 48 hours a week of Primary support at the MTF, with up to 120 hours a week of back-up support. The Contractor shall provide on-call coverage and arrive at the MTF within 30 mins after initial contact. The contractor shall ensure coverage is continuous regardless of contracted employee vacation and sick leave. The contractor shall ensure adequate 24-hour on call Neonatology coverage

On-Call/Call Back Service. On-call services are required. Carrying a command duty phone shall qualify as being on-call. Call-back service is defined as actual patient care performed in the hospital when the Contractor is called back to provide care at the MTF. The Contractor is required to perform on-call services on a rotating basis with government military participating in the NSU On-call schedule during hours other than routine duty hours, Monday through Friday, including weekends, legal federal holidays, and locally declared training holidays scheduled by the Department Head of Pediatrics or Government designee. When the Contractor is on-call, he or she is required to carry the government furnished duty phone. The Contractor is not required to remain at a place of residence while on-call but shall respond telephonically within 10 minutes of a call or text being sent and shall be prepared to provide telephone consultation and/or return to the MTF to provide on-site assistance within 30 minutes of notification. The on-call/call back duty services may include but not limited to inpatient or emergency room consultation, emergent simulation and treatment. The Contractor shall provide a secondary telephone number that is available 24-hours a day.

Contractor Qualification Requirements: 

  • Valid, current, full and unrestricted license to practice medicine in any state within the United States, District of Columbia or the Common-Wealth of Puerto Rico, throughout the term of this contract (with no limitations, stipulations or pending adverse actions)

  • ABP board certified or board eligible Neonatal-Perinatal Medicine Physician

  • Doctor of Medicine or Doctor of Osteopathic Medicine

  • Board Certified from an ACGME accredited fellowship in Neonatal-Perinatal Medicine

  • NRP - Neonatal Resuscitation Program; Basic Life Support (BLS); Pediatric Advanced Life Support (PALS)

  • Experience in a level III NICU setting,  experience managing high frequency jet ventilation (HFJV), whole-body cooling for hypoxemic-ischemic encephalopathy, inhaled nitric oxide for pulmonary hypertension required. Competence with NICU procedures, including intubation, umbilical line placement, arterial puncture, peripheral arterial line placement, and chest tube insertion required. Experience with neonatal transport preferred.

Physician’s Duties:

  • Physician HCWs shall attend monthly onsite meetings for complicated obstetric patients (COB), the Perinatal Advisory Board (PAB), and Code Purple drill planning meetings.

  • Be fully prepared to provide all emergency neonatal services required without assistance or supplementation by other MTF physicians.

  •  Provide acute and chronic inpatient medical care for neonatal patients in the NSU. Expedite care and facilitate consultation of complex patients to multiple specialties.

  • IIndicate responsibility for the content and correctness of all prepared and transcribed reports by affixing physician signature with appropriate physician stamp to the documents and validating their contents.

  • Provide immediate evaluation and management of emergent problems as they occur. Write patient progress notes and/or consultation notes at appropriate intervals as determined by local MTF policy.

  • Provide and document history, physical examinations, required or recommended laboratory and imaging examinations and diagnoses. Ensure all information is entered in the patients' medical records. Submit prepared documents within 24 hours.

  • Act as a consultant to the Emergency Department, Pediatric Clinic, Multi-Service Ward pediatric patients, and Newborn Services.
